The issue of the mechanism of the Holy Quran in institutionalizing the belief in monotheism among the polytheistic Arabs requires a detailed study and analysis of the methodology of the Holy Quran. Studying the verses, by extracting key propositions about monotheism and arranging them based on the order of revelation, leads to the discovery of the Quran's method in institutionalizing this belief deep within the Arabs of the era of revelation. Accordingly, the present study, by examining the verses of monotheism within the framework of the thematic-revealing interpretation style and using a descriptive analytical method, has reached the mechanism of the Quran in the process of institutionalizing the belief in monotheism. The findings of the study show that the Holy Quran has used a three-stage strategy for institutionalizing monotheism. There is a meaningful proportion and harmony between the methods and content of the verses in the stage. Accordingly, in the first stage, in the first Meccan surah, the Holy Quran has encouraged the general public to believe in monotheism by using motivational tools. In the second stage, with the formation of the first community of faith and the resistance of polytheists against this group, cognitive tools were used to prove the belief in monotheism by presenting argumentative methods. In the third stage, coinciding with the civil era and the formation of the Islamic government, steps were taken to operationalize and institutionalize the belief in monotheism by utilizing behavioral tools and through the legislation of rulings.
