The Holy Qur’an has its own diction for expressing various concepts one of which is ‘civilization’. To understand this concept from the viewpoint of the Qur’an, it can be analyzed based on the expression ‘nationhood’ and the derivative ‘civility’. Nationhood and civility are the coupled issues that have been inferred in this research through a novel combination of ‘interpreting verses with other verses’, ‘noting the role of context’ and ‘setting up one-to-one correspondence between the verses about the same issue’. Considering the innately truthful as well as unified language of the Qur’an, what is imparted from the tenets of nationhood and civility can serve as a basis to form a modern Islamic civilization. As the results of this study show, what has so far been considered as the Islamic civilization is not in accordance with the factors of civility introduced in the Qur’an. Indeed, the recommended civility is realized as the triangle of Qur’an, nationhood and Imam. This is an integral issue that pervades the whole humanity without being specific to a certain place or time, and what it seeks is to provide man’s fortune in both worlds.
